Telia Sonera Gives in on Network Access

TeliaSonera, the company created out of the former monopoly telephone companies of Sweden and Finland, has agreed to partially spin-off its Swedish copper and fiber networks, before the authorities put through legislation forcing the move.
The company operates the networks used for telephone and digital communications in Sweden. But not only does it lease out access to independent operators, as Telia it is also Sweden’s largest telephone operator and one of the country’s major broadcast ADSL providers. Competitors have constantly complained that they are charged too much, so that Telia can undercut them with its rival services.
The Swedish National Post and Telecom Agency, which administers telecommunications, has agreed with Telia’s competitors, and has been preparing legislation to force a spin-off.
The new proposal apparently does not go quite as far. TeliaSonera says it is forming a completely-owned subsidiary to operate the copper and fiber networks. In theory the new company will be neutral in its dealings with service providers, but apparently Telia Sonera will continue to profit from the infrastructure network.
