Estonia Hit by ‘Moscow Cyber War’

Estonia says the country’s websites have been under heavy attack for the past three weeks, blaming Russia for playing a part in the cyber warfare.

Many of the attacks come from Russia and are being hosted by Russian state computer servers, Tallinn says.

It says it wants what it calls Moscow’s aggression to top Friday’s EU-Russia summit. Moscow denies any involvement.

Estonia says the attacks began after it moved a Soviet war memorial in Tallinn. The move was condemned by the Kremlin.

The memorial’s removal also triggered riots amongst mostly ethnic Russian living in Estonia, during which one person was killed and more than 150 injured.

Estonians say the memorial symbolised Soviet occupation of the Baltic state. Russians say it is a tribute to those who fought the Nazis.

TALLINN - Hopes that the large-scale assault on Estonia’s Internet infrastructure that began on April 27 had finally subsided were dashed on May 15 when a new cyber offensive blocked access to the online banking services of Estonia’s second-largest bank, SEB Eesti Uhispank, for several hours.

This bank is owned by SEB, one of Sweden’s major banks.

There are hopes that EU-Russian summit today and tomorrow can resolve the issue. From the official EU website:

EU and Russian leaders will meet on Friday 18 May in a resort near the city of Samara in central Russia.

On the agenda of the 30th EU-Russia Summit are issues including the state of play of the new EU-Russia agreement to replace the current Partnership and Cooperation agreement, energy, climate change, Russian WTO accession as well as the entry into force of the new visa facilitation and readmission agreements. Another important issue will be the cooperation in the common neighbourhood to resolve the frozen conflicts in the Caucasus and Transnistria.

Leaders will discuss current issues on the international agenda, notably Kosovo, Iran and the Middle East.

The Summit in the Volzhsky Utyos resort near the western spur of the Zhiguli Mountains will be hosted by Russian President Vladimir Putin, accompanied by Foreign Minister Sergey Lavrov. The EU will be represented by German Chancellor Angela Merkel, President of the European Commission Jose Manuel Barroso and High Representative Javier Solana, German Minister of Foreign Affairs, Frank-Walter Steinmeier, and External Relations and European Neighbourhood Commissioner Benita Ferrero-Waldner.
