Level Playing Field for ADSL Competition

Photo: Carl-Axel Fridolf/TeliaSoneraThe former Swedish telephone monopoly has lost its final appeal in its attempts to stop broadband rivals.

Unlike the United States, Swedish households have a choice among several ADSL providers, all using the copper phone lines that were once the sole realm of what is now TeliaSonera. But TeliaSonera still owns the copper network and the switching stations, and it charges its rivals for what is called bitstream access. For years they have accused the former monopoly of inflating its rates to force them to charge customers more.

Computer Sweden reports that the Supreme Administrative Court, a part of the Swedish Supreme Court which rules on non-criminal cases, has rejected TeliaSonera’s appeal, and has upheld the position of the National Post and Telecom Agency that TeliaSonera has to reduce its rates.

Competitors like Telenor and Glocalnet have welcomed the decision, but have expressed concerns that TeliaSonera will try to delay implementing the decision.
